Fish pepper usually slow?

I started a bunch of peppers back around the first of Oct. (Yes, I know that's late but I'm in an area that's only had one hard freeze since I moved here 1998, so I thought I would risk it. Our usual winter temps are more like a northern summer.)

All of them are now at least ten inches tall except the fish, which is about three. It appears perfectly healthy otherwise. It germinated within a few days of the others, incidentally.

Is that normal? I did see one post in the vegetable forum where someone mentioned that it took forever for him, too.
