Where r u located?? Hardins in Tampa, fla sells weeping china doll rose trees all are grafted onto fortuniana rootstock and excellent condition . I buy from them often. I saw your zone 9b that's not Florida is it, Or Cali? Only problem is they don't sell online. Sorry i thought u might live in fla Bc of your zone but I know 9b isn't only in Florida.

Michigan bulb also sell them. I've never bought roses from them, but their bareroot perennials have done great over the years. They also have a generous hassle-free return/refund policy.
