I simply take the dry, bottom end of the cutting and insert it into the hormone. If you are using powdered hormone, the cuttings should be dry to prevent too much powder from adhering to them. Powdered hormone tends to get gummy when wet and can too easily cause the cuttings to rot. Liquid doesn't have this potential.

I guess you COULD powder (or liquid) the entire cutting if you wished. That might encourage callus and rooting all along the cutting, if you think that might be advantageous for you. Perhaps if you were rooting sections of something like Wichurana or Multiflora which are notorious for rooting along their lengths, like Bermuda Grass, it might be beneficial? If you're rooting cuttings in hopes of making new bushes, that may well not result in what you desire. But, there is no reason you can't experiment with it to see how it works.

Whichever you decide to try, please wear vinyl gloves or other hand protection if you're going to handle the hormones. Better safe than sorry! Good luck! Kim
