This plant is clearly Salvia splendens, both from the height and the flowers. The color of the flowers suggests the form vanhouttei burgundy. Normal splendens flowers are scarlet (orange tinted red) in color.

I agree with Richard, it is definitely a form of Salvia splendens. The flowers of Salvia florida are a very similar colour, but it is a very different plant.

About the splendens red and normal, here we treat them as an anual.
