Some selections of catmint contain modest amounts of nepetalactone and other related natural products that attract cats.

Attacting cats is fine, attracting hummingbirds is even better!

Roses also look nice... especially those that are more singles. I have a lot of ground roses that work really well, but you need a lot of space for those.

mohavemaria: Is that a true Cleveland, or a hybrid?

Perhaps Mexican primrose (Oenothera speciosa), lupines (unsure about their toxicity), Gaura lindheimeri, and dianthus. I think the lavender and yarrow are good suggestions too

I like woody lilies like Nolina (beargrass)for arid areas, and Zephyranthes (rain lilies) for damp ones

I think any one of the Artemisia with silvery foliage (i.e., 'Powis Castle') would look good and tend to cool down those warm colors of red and yellow. I have A. californica in a bed with other Salvias, but I also have Calylophus 'Southern Belle' in with my S. nemerosa 'Caradonna', as well as Panicum virgatum 'Rotstrahlbusch' bringing up the rear. They complement each other well.

ccroulet - the S. clevlelandii is not a hybrid variety - at least not that I know of. It would probably be better if it was because it wants to get so big. After it bloom it takes a lot of cutting back to get it off its neighbors but I just love that plant. Evergreen, great smelling, spectacular in bloom and even the spent flowers look great.

One thing I love about the evergreen, shrubby drought tolerant salvias like the CA sages is that they look so good together yet have enough variation in size, flower, color, and leaf color that they have some contrast too.
