Let them sit out for a bit. The moisture is not visible moisture so they will seem perfectly dry, but it is still in the seed and needs to dissipate. For tiny seeds like poppies, it probably only takes a few days. The large the seeds, the longer it takes. So bean seeds take a bit of time.
It might seem like a bit of a pain to leave seeds sitting out on plates/bowls around the house, but your seeds will have a much higher germination rate in the long run.
