If those things in the vases are flowers, then they do not have seeds on them. The flower has to have withered on the plant before it can form seed. If you see whole flowers (ie. not withered or naturally dried on the plant), then there are no seeds. But if you see seed pods or seed heads in a dried arrangement, then you might get lucky and may still find seeds there, which may or may not be viable.
