is this salvia?

I took this pic at a hotel I stayed in Baraboo, WI.

If it's salvia, what is the exact cultivar? Thanks. :)

    And also, I took this picture at the back of the hotel I stayed. Someone told me it's Yvonne Salvia. Can someone please confirm?

    The second plant mixed in looks like Verbena bonariensis
    look like a circle of bloom not a spike.

    Post 2 Is a Salvia splendens does not look as big a
    Yvonne's but this bed may have been newly planted
    The datura being smaller than S.Black and Blue is not right
    either.The Lantana x New Gold should be much bigger as well

    Hi hybridsage. This garden is in zone 4. That could be the reason why plants are still small.

    I actually got seeds from S.farenacea cv"Victoria Blue" from that exact plant in the picture above. Hopefully, they'll come true from seeds.
