Judging from a close-up look at the calyxes, I'd say it is Agastache foeniculum, or a hybrid with Korean Mint, A. rugosa.

Is the scent somewhere between minty and licorice?

I wish it was that. I have Agastache foeniculum and it is not it at all. The pic is of my A. foeniculum. A rugosa also has the saw tooth edges and of course the leaves are deeply veined where this is not.
I know I shouldn't taste a plant I do not know, but being in the mint family I figured it was safe. It was horrible! I had to spit out the flavor. So it has a resemblance to those, but definitely none of the sweet flavor.

It could still be an Agastache. They hybridize like crazy. Do the flower spikes get longer?

There are multiple chemical races, and some mixtures are nasty. I am a retired flavor chemist; can you describe the scent (not taste features like bitterness)?

The oils are in trichomes, tiny structures that look a bit like community water towers in shape (without support) or like semi-spherical lollipops, The globular structure contains the oil which is released when the tiny globe is bruised. You can do this by brushing the leaf.

The three major chemical races are: lemon, mint, and anise (licorice). Not all blends are nice.
