Well I did a quick search and what I found is that it does need stratification for about 8 weeks. Here is a website with complete information on Kalmia latifolia. If you scroll down about a 4th of the way down. It will have the germination instructions also seedling establishment instructions.

Oh and to answer you other question it does look like the seeds are quite small.
