foxglove didn't bloom

I realize it's a biennial, but I bought it in spring of 2010, and didn't bloom last year. It's in full shade, and gets watered regularly in spring and summer since it's under the eave. There are lots of healthy leaves that keep spreading outward, but no flowers or stalk. Is it missing a nutrient? I planted it with rich organic compost.
