Height of raised bed

I am making a raised bed with cinder block. My question is I do not think double staking my cinder block will work without a ladder. I am short and I do not want to use a ladder to reach my Tomatoes, cukes and beans. If I dig 2 feet below soil level and use one cinder block 8 inches high and fill would that be deep enough for tomatoes to grow in. I keep reading a taller bed is easier to reach. That would be true for low crops but not tall growing vegies in cages or with a trellis. Has anyone else experienced this problem?
