To till or not to till

Hi all,

I realize this has been asked many times, but I am having trouble synthesizing all the information. I am buliding a couple of 4x4 12 inch high beds and can't figure out if I should till the existing soil and mix in ammendments before buliding the bed on top and filling with compost/soil. My soil is compacted clay, so it would take a while for it to break down, but my understanding is that tiling first will spread weed seeds, which I would certainly be concerned about. I plan to grow a number of partial sun/shade vegetables and possiblty give some fruting crops a try.

Any advice on whether I should lay cardboard/newspaper down as a base or till the soil? Thanks again for addressing this often-discussed topic.
