Seeds require certain soil temperatures to germinate. Without it, some seeds will lie dormant and others will rot. Even in a milder 8b climate like mine, I haven't planted anything out yet. I DO have salad green seedlings germinated inside and hanging out under lights. That would be the best option for you in my opinion. Check your local extension office to see when you can plant out those veggies, and also ask how much benefit you'd get from hoop house covers. They can extend seasons by as much as a month in some cases.
