Cutworms and raised beds

Hi All!

Just recently moved back to zone 7b Atlanta, GA from Southern California. So cal doesn't seem to have cutworm problems, but I forgot I'll have to deal with them here.

I've started saving toilet paper rolls and cardboard to make collars, but I've never done raised bed SFG. I've done SFG in bins, but not in raised, enclosed beds on the ground.

As I understand it, the collar around a seedling is to prevent the cutworm from getting to the seedling and chomping on it. Since the bed is surrounded by wood, is it necessary to surround the individual seedlings?

I may be way off, but for some reason, this is really bugging me...
