Mealies are pretty easy to get rid of and control. I would just rinse the bugs off with a garden hose. Once the water has dried and all the mealies are gone, I would also thoroughly spray the cactus with an all purpose gardening-specific pesticide. This should ensure that any stray mealies will be destroyed.
