Flies in the garden

As the weather has been warming up, the compost in the soil has become more aromatic. Our tiny veggies & soil are now covered in flies. They don't seem to be doing any harm, but I'm not really sure. When I visit the garden to weed or check in on the plants, dozens of little flies fly up from the dirt. Does anyone else have this problem?

The soil does not smell really strong. It's all from the garden center and I'm pretty sure it's cured long enough. It just seems attractive enough to the flies...
