I will also throw out a couple of ideas for whatever they might be worth:
1. You may want to include a section for public gardens and another for private gardens that are open to the public.
2. Including a list of city/state/national parks with significant botanical interests might also be helpful. Places like Haw Ridge in Oak Ridge are not gardens, but can be a really neat place for anyone interested in wildflowers, trees, or just being out in nature.
3. When the site is up and running maybe you could have the sites, with links on your site, put a link to your site on their site.

The Garden Conservatoy at the Opryland Hotel, while not an outdoor garden, has one of the most spectacular indoor plant displays in Tennessee. http://www.gaylordhotels.com/gaylordopryland/tour/tour_garden.cfm

No one else has mentioned Memorial Park Cemetery which has some beautiful flowers in the springtime. Here is a couple of links though there doesn't seem to be an official one:

They also have a Crystal Shrine Grotto which was commissioned and built by a Mexican artist in the 1930s I believe. There are many nice things to visit there: The Fairy Wishing Chair, a wishing well, Cave of Machpela, Abraham's Oak (large concrete hollowed out oak looking configuration with seats inside) a pond with lillies, and many benches, bridges and covered bridges built from concrete that appear to be wood logs turned into stone. It is a very unusual place that is used by many local photographers for wedding and other photos. And it has free admission.

IJAMS NATURE CENTER is worthy to be listed. Nature and some gardens. NATIVE. Originally owned by the Ijams family during the last century, they were stewards of the land and critters, there are than 50 acres. And the Meads Quarry area has now been added. It is located in south Knoxville, just over the river and off of James White Parkway. Miles of Walking Trails, one of which goes right out over the edge of the river, a river walk...and caves along there for peering into.
