Why don't you try and find out if there are any nearby garden centers in the town where your friend lives and see if they can be contacted over the internet so that you can have them prepare something for you from what they have there so that he would have a chance of growing whatever as local help would be available. Failing that I would just send your friend the terrarium empty with instructions on how to set it up. You might want to make sure it is watertight and see if he could use it for aquarium keeping instead.
I am not too sure on what the laws are regarding the importation of plnats into a Latin American country but it could be possible that your shipment would be consficated and destroyed due to lack of proper documentation and permits.
