Tomato Plant Disease (Can you identify the problem?)

I don't know the cause of this problem. I only noticed it today, and I tend to the plant daily. It is a Roma tomato plant.

Potentially relevant information:

Location: West Texas

Moisture: 7" of rain fell last week (highly unusual)

Soil: Several other plants are growing in the same bed (Thyme, Sage, Lavender, Rosemary, Sunflowers, Rose)

Experience: This is the first time growing tomatoes in this location

Quantity: This is the only tomato plant in this location

If you know what this is or how I can fix it, please let me know.
