Photo is a tad small. But perhaps it's a tortoise beetle?

I found one of these bizarre looking things on one of my tomato plants too !! I have no clue what it is, and I only found one on the whole plant.

Yes! I have those, too....after searching the internet I finally found out what they are...Clavate Tortoise Beetles. They are making big holes on my tomato plant leaves. I looked around to try to find out how to get rid of them, I found this...
"The best controls are fall cleanup, adequate watering, adequate fertilization, and an all around healthy garden area. Planting after the normal beetle emergence also deters most of the beetle population. They don't seem to be a big pest, many articles state that often times control is not necessary. If worse comes to worse, hand picking beetles or Sevin or other contact insecticide should provide adequate control."

I too have these beetles. I started my tomato plants from seeds, so they are only about 1 foot tall. One day while watering each plant at least one of these beetles on them. I began picking them off and checking daily. My poor little plants look so sad. Does anyone know of a specific spray to get rid of these guys?

I just found one of these for the first time in my gardening life! Glad I found the ID. Funny little things, and they jump! Anyway, an insecticidal soap spray will kill any unwanted pests on vegetables (and other things) without harming the edibles. But be aware that this will kill good insects too, so be careful when you spray. The solution is 1 teaspoon of real soap (like Ivory dish soap) - not detergent - to 1 quart water. This spray destroys the exoskeleton of insects and they die. Good luck!

But there's no reason to kill tortoise beetles. They'll maybe eat a bit of sweet potato leaves, but that's it. Even commercial growers let them be.
