Help! What do I have?

Hi! Only my 3rd year growing tomatoes but I have never seen these before. I wonder if they are aphids, but they don't seem to look like bugs and they are white not green. How do I get rid of them without using poison? Just one of my plants is affected, it is an heirloom variety. The others, bigger boy and Sweet 100, are not affected. Thanks!
