I'm also from the Sacramento area... I can't find anything concerning Sugar Cane being invasive, (doesn't mean that it's not); all searches brought up results about other organisms being invasive in Sugar Cane plantations, eg. Cane Toads, various weeds and Sugar Cane pests.

Also, not all Bamboo are invasive. There are both "runners" and "clumpers", the runners being those that can most easily cause issues...

In my experience, sugar cane has only grown in a clumping manner, not like running bamboo or grass.

I have had sugar cane many years with no runners. It has never flowered, so no seeds to spread by seedlings. Mine clumps slowly and is being over-run by my large clump of bananas. The tall stalks will fall over and root at each node. If one falls over your way, you can cut it back to the property line. Some sugar cane does produce seeds. I do not know if any have runners.
