Magnolia Tree

I bought two magnolias. One is blooming very well even now! the other one is not. I am worried. the new sprouts look hard and arent opening. I was told it was a southern magnolia, but I am not sure. it has darkness on the underside of the leaf.

How do I find out if its going to make it?
