That very much depends on what type of seeds you have. Orthodox seeds are most often dried and stored in a low humidity environment. Examples of orthodox seeds include most crop seed (corn, beans, tomatoes, etc) and many types of flowers (those found in seed packets at the store). Recalcitrant seeds should not be allowed to dry out. Examples of recalcitrant seeds include citrus, oak, pawpaw, and wild rice.

Another factor that must be taken into consideration is that many types of seeds have to be stratified (or vernalized) before planting. Stratification requirements vary significantly between different types of seeds, so it's best to look up the particular type of seed/plant before working with them.

Finally, you might want to consider winter sowing. Many Gardenwebbers have found this a very helpful and fun technique.

Several months (or maybe years) ago, someone somewhere on Gardenweb posted a link to a very comprehensive and detailed list of seed stratification and germination requirements for all types of seeds. I searched for it, but couldn't find it. Maybe someone else saw this and could post a link to it. It gave all kinds of information about storage as well as germination requirements.

The one I was thinking about was similar, but, if I remember correctly, it was a little more thorough and included information about storage. The one you posted may have to do. It's the best one I see now.
