I would be willing to be that squirrels are your problem.
And I don't believe that sprays will be effective to deter them from digging up bulbs.

You can choose to use bulbs that the squirrels usually leave alone like daffodils, fritilleria, alliums, grape hyacinths to name a few. I gave up on tulips and regular hyacinths! I have read of folks placing a layer of chicken wire over their bulbs (but covered by a layer of dirt, to prevent squirrels from digging up their bulbs.

I haven't heard about the chicken wire, but I have seen metal baskets you can plant bulbs in that serve the same function. Chicken wire would be cheaper. They also say you can plant oyster shells and stuff like that around them as a nuisance to the critters. They supposedly don't like the sharp edges. Not so sure I buy that, but I haven't tried it either. My own personal answer is "Here, Kitty Kitty." But, I live on acreage and not in a subdivision so Kitty won't wander to the neighbors and be a problem for them.
