fertilizer question help

I have three raised beds filled with soiless mix. I have been growing tom in them for five years. Each year I work in additional mix to raise the soil level. Production has been ok each year. I have never really fertilized. but last year i did,t seem to get much foilage growth and yield was down. I do use mg tomato at transplant and during growing cycle. I used one of thoes kits to do a soil test and it showed the N depleted. Most research on the net suggest a balanced 10-10-10 npk for tomatoes if no soil test were done, and caution against a high N which can produce foilage but no tomatoes. My question- since my N is depleted should I fertilize with a 17-17-17 higher N?

Thanks
