Not too late. When they arrive, put them into a bucket of water immediately and let them soak there until you can get them into the ground. They can stay in water for three or four days, if necessary. Dig as good a hole as you can, toss in compost/manure and a handful of bone meal and alfalfa meal or pellets, if you have them. Put the rose in the hole and backfill with soil. Mulch. Water well right into the autumn as the rose will be vulnerable to dry spells probably until the weather gets cold.
