If they are trying to conserve water (which worms need to live)why would they add them. Seems like they couldn't live there when they weren't trying to conserve.

Seems as if they are treating the worms as magic soil enhancing pixie dust with no regard for the needs of the worms.

Maybe a better use of the worms would be to start a bin indoors for lunch scraps and use the castings around their best plants or a few potted plants.

I was surprised to see they actually cut down some trees and plantings and took up some grass.

The article did say "earthworms". I wonder if they released a non-composting type of worm, more suited to their conditions.

I would assume they are releasing earth worms to help lossen soil and fight compaction, releasing compost worms around plants would make no sense without organic matter for them to conusme.

I would hope these were introducing Amynthas Gracilis (aka Alabama Jumpers) or the like which can survive in, and loosen/condition, clay soil. In areas of heavy clay soil, irrigation is difficult because the water runs off before it can be absorbed. Even if the water was contained, it takes longer to absorb so evaporation becomes a factor. By aerating the soil worms can effectively reduce water usage and waste.
