horse manure and weed seeds

I've been successful raising worms outside in a large outdoor pile this last year. I'm hoping to expand over the summer and was thinking about using a truck to bring in horse manure to build several piles that would be harvested towards fall after the worms have eaten through the material.

I've never composted horse manure before but it seems widely available and free, both of which appeal to me. If I don't hot compost the material first am I going to have issues with weeds? I'd prefer just to toss it in beds with some vegetable scraps, leaves and keep it moist...wait months then harvest it. Any feedback appreciated.
