Sweet Peppers

I need help with my peppers this year. I have a raised bed garden, 12" high with well-rotted mushroom compost. The garden was watered last summer once in the morning for 1 hour, and full sun all day long. I planted about 4 different hybrids - all sweet bell peppers. They produced LOTS of peppers, but they were VERY hot. Does anyone know why? I want to grow them again this year, but no one in my family will eat anything "hot." Any suggestions would be really helpful!!

BTW, the pH today is 8.2 (in the bed where I will grow them this year - crop rotation).
