I produce a lot of scrap office paper in the course of doing my work. I shred it, mix it with shredded cardboard, and use it as bedding. It is fine. However, If you can avoid using just office paper, you will be better off. It tends to mat. Mixed with cardboard, it does just fine.

I use some office paper too. And junk mail. But I try to make it not the bulk of the bedding. At least half of mine is cardboard or newsprint or leaves.
