pruning a Hall's honesuckle

I've decided it was time to prune out all the dead, scraggly wood on my Hall's honeysuckle, which I've had for probably 4 years (and never pruned). All the dead growth was underneath with new growth at the tips. I cut out a lot of the dead stuff, and of course, what's left doesn't look so great. I know it will grow back well, but will it bloom this year? Also, my Sunset Garden book tells me this plant can and should be cut back pretty severely each year, "almost to the framework", but what exactly does that mean? And when should I do that? Thanks.
