No. Some folks have even used frozen food to help cool bins.

I often throw in scraps frozen solid. I usually wait until a somewhat warm day just so it doesn't get things too cold but it doesn't cause any issues.

I tend to wrap my frozen bits in some brown paper, and it definitely helps keep the bin cool!
