I am having the same problem,we are having cooler temperatures and wetter conditions than normal,I think that is what is delaying the M.G's this year.

I planted my MG's from seed about the beginning of June on the west side of my home where they only get a couple of hours sun in the afternoon and they are blooming like crazy in spite of this crazy weather. It has climbed up one side of a large trellis going across our driveway and is starting its journey across the trellis. The only reason I can see is that I have been giving them a dose of LMG weekly.
I did attach 5 stings from the ground to the top of the trellis to get it started up the trellis and it just took off.
I'll post some pics as soon as I get a chance.

I planted morning glory and moonflower seeds on my northfacing balcony end of May.
It has been a little cool here in Chicago and still no flowers.
Long long crazy fast growing vines but when will the buds arrive? I'm very impatient...I want flowers~
I've grown mg's and mf's here before and they have done just fine.
Still waiting on my zinnias as well, but they do finally show signs of buddding.
Anybody else in my zone/area with blooming mg's?
