Lack of Night Crawlers

There is a dusk to dawn mercury vapor street light directly above my garden. There are many bluish grey worms in the soil but very few NCs. All other areas show many signs of worm casings on the surface. My question is do you think the street light would keep the NCs from coming to the surface to breed?
