Your timing is about right for the weather this year. In the past, mine has sometimes bloomed earlier in July but only if we had a warm and sunny May and June enough to spur the new growth needed for flowers. As you noted, we had a drawn-out below normal spring this year - particularly in May, and that seemed to set back alot of the tropical summer-flowering plants. I don't even think my mandie is going to bloom this year (I also have it in a bad spot for lack of room, so it is getting too much shade) and my tropical hib has been somewhat sporadic but is slowly picking up.
