Wisteria

Our insurance company made me tear down my beautiful wisteria that had grown up and over my house. The roof has an 8/12 pitch, so you can guess how steep it is. It was beautiful, but since the house whas cedar siding, it WAS doing a great deal of damage. I cut it back to about 8 feet and in the ensuing month has come back with full force! It has now climbed back up the house at least 10-12 feet. I need and want to move this beauty to a small fence around our circular drive. The fence it will be growing on is about 2-3 feet high, so I will be attempting to train the wisteria to grow more sideways than up. My question(s) and I DO have some are: When should I transplant? How big of a rootball am I attempting to bring with it? How do I get it to grow sideways? And I suppose the most important question of all.........is it even possible to grow a wisteria this way? I have my heart set on using it for this purpose, but if you tell me it simply cannot be done, then I'll be back here for more advice about where to put it. Thanks so much.
