Normal response of many varieties to the stress of aggressive pruning. It needs the extra leaves for photosynthesis and energy so when you prune so aggressively it makes more leaves, grows taller and creates new branches. Just leave them alone.

Instead of removing the branch/sucker from the plant, you can disable its growth end, leaving the leaves intact for photosynthesis. I do this when the sucker is over grown.

Im not sure if this is suckering too, and if it is I've never heard of it forming on the actual leaf.

Can anyone tell if this is infact suckering, and is it normal?

The seed is from MIGardener and I'm not sold on if it's true to seed. I have three different 'Money Maker" from the same seed packet, so this ML could be a hybrid.
