Battling the Beast

There's big trouble here in my garden paradise!!! I have 3 huge trumpet vines getting ready to eat my wooden fence. We started to dig one out and the roots are huge and they go everywhere. I did a search here and the best advice I've read was to put some Round-Up Concentrate in a plastic deli container and soak the shoots as they spout up. I guess I'm going to have to go the chemical root for a couple of years to rid myself of this (since it'll take that long to dig it by hand anyway LOL).

I went out and found "Spectracide Brush Killer Concentrate" that specifically stated it will kill trumpet vine. (Also says it works on Kudzo for anyone interested). My question is about the foliage. Should I hack back the existing vine (about 5-6 feet tall now)? Will that encourage more offshoots from the root base? I'm really not familiar with the habits of vines and sure would appreciate any advice. Also - is it okay to start treating it now (we've hit cold fall temps here in Z5 already) or do I need to wait until spring?

Thanks so much!
