The rotting process needs air. Otherwise you will have a stinky mess on your hands. IMNSHO, the best place to pre-rot kitchen scraps is in the worm bin.

The only reason to have a tub sitting in the kitchen is so you do not have to walk to the bin for each tea bag or apple core. These can certainly collect for 24 hours before becoming stinky. If I peeled 5 pounds of potatoes I would probably bring them and the waiting tea bag and apple core all to the bin. The reason I have the bin indoors is so I do not have to brave the snow. I also like to give a look over the system every day or every few days.

You can collect scraps and freeze them also. Freezing has similar benefits to pre-rotting, helps break down the tougher foods. Also allows you to collect scraps for as long as you want until you want to feed the worms. Just thaw before adding.

As sbryce says, don't want to be rotting anything without oxygen.
