Setting Fruit?

Well, if the my frequent posts is any indication, between our recent cool temps/rain/hail and bacterial spot, I'm having troubles w/ my tomatoes. Out of twenty-nine plants I only have 4 tomatoes growing. However, I have several blossoms that have long since finished blooming and the yellow parts dried up & dropped off, leaving the green stem part of the blossom intact. If I look up inside the green blossom/stem part I can see a teeny tiny tomato but after 1-3 weeks these teeny tiny tomatoes aren't growing at all. I probably have a total of 10 of them on various plants. At first I was excited thinking that these tomatoes would start growing but there's been no action. Did they really not pollenate/set fruit & should I clip them off so the plant doesn't waste energy? With my plants battling bacterial spot I don't want them wasting energy on non-tomatoes when they should be trying to outgrow the bacterial spot. I looked up the blossom-to-tomato timeline and it mentions nothing about wasting 3 weeks being the size of a pin head. Thanks for any experience/advice!
