Any weed killers you can put down under compost?

I've built a raised bed flower/perennial garden about 6" tall. Plan to just stick potted plants in and fill around them with good compost. Have already tilled dirt at bottom (ground level) but there are still some weeds and grass. First question - will this grow up thru compost which will be about 5" deep? If so.....

I need something I can do NOW, as I have to get plants in ground NOW. Are there any SAFE herbicides (preferrable no impact on environment) to put down on tilled ground dirt before I plants? I'm going to have to dig down a few inches in the ground dirt to accomodate depth of some plants, so their roots will be touching whatever I use.

I know about the newspaper & landscape fabric choices. Just wondering if there are any other suggestions.
