I didn't think so. Broom has yellow flowers. This is what that plant has, Google Lens says it's Knapweed.

Even before deb's photo of the flowers, it is clear this is NOT Scotch broom! A) broom has a woody framework; B) broom has tiny, trifoliate leaves; and C) broom flowers in late spring, not late summer.

This is also incorrect. Scotch broom produces very heavy pollen and is spread by insects, not the wind. It may be mildly allergenic if in prolonged direct contact with the shrub but it is not considered a serious allergen, "Because Scotch broom produces bright, highly visible yellow flowers and has a strong scent, it is frequently blamed for severe springtime allergy symptoms that are actually caused by less conspicuous, wind-borne grass pollens."

There are several Knapweeds. Your plant is one but I'm not familiar with which species. You'd probably need greater detail to pin it down.
