Weed is taking over--HELP

Can anyone identify this week. A couple years ago I noticed it in the front flower bed. It comes from a single soft root in the ground a forms tons of strands that wrap themselves around anything and take it over, smothering whatever it is... Now they are in my back yard and my garden.. Please help identify and how do I get rid of it???
