Strange plant.. weed or flower?

I have a very strange plant shooting up in my perennial bed. It seems to be growing everywhere and is connected underground. Some of the shoots are popping up in the sidewalk areas.
I don't want to spray it with Round up until I know if something I planted. The closest thing near it is a chineses Lantern plant.
