Is this a weed?

I just recently purchased a house in southern chester county PA, and there are numerous weed problems. I'm trying to identify what they are to be treat my laun. I ran across this yesterday and was perplexed.
Does anyone know what this is? I'm not even sure if it's a weed. It's firm to the touch, and is at least 1-2 inches off the ground. I can't find it on any weed lists.
