Not too sure about the weed, but it looks like you have some type of small thistle on the left (and on the right? kinda fuzzy) that sure needs to go.

That is Oenothera biennis, Evening Primrose. there is a good picture of the basal rosette at the link, scroll down to "first year rosette".

It's one of the plantains. And yes, it's a weed. Remove it before it sets seed.
