Whether any plant is a "weed" or a plant depends on your viewpoint. A "weed" is a plant you do not want growing whre you do not want it to grow. I have Roses growing in places I do not want them, thanks to a neighbor that planted a "rosa rugosa", so they are "weeds" and I keep them cut down. I also have lots of Autumn Olive now thanks to people that planted these invasive things on the advice of the conservation people, a food plant for the birds they said.
Sometimes plants you want to grow someplace just don't like that place so they move. I had that happen with Forget Me Nots that migrated from the planting bed I put them in to others they, evidently, thought a better environment.
If you determine this is a plant you do not want growing where you do not want it to grow, rip it out. If youy think this is a plant you want but it is growing where you do not want it to grow, transplant it to where you do want it.
