My brother uses carpet in his garden paths without mulch, carpet side up. Great for weed control, gives you an instant slug issue, though.

If the carpet is made of natural fiber, wool say, you might consider it for use but if it is synthetic that will add nothing worthwhile to your soil and will stop necessary air exchange with the soil and create an anaerobic soil under the carpet. Not something you should want to do.
